A real oldy, with topics that are valid today. John Varley is a master.

Set in a future world, Jovian aliens have destroyed human technology on Earth, but humans elsewhere in the solar system have developed very advanced technologies due to an interstellar data feed called the Ophiuchi Hotline. Our heroine has tried to use the Hotline data to adjust human DNA, and is now in deep trouble with the repressive authorities. However, the authorities are more concerned with the possibility that the Ophiuchi Hotline may be becoming threatening.

This book is really pretty lackluster. While there is a narrative arc of sorts, virtually none of the important plot issues get resolved, which makes it seem like it should be a prequel to something else more exciting.
