I am waiting for a package from a company. Its an item that was backorddered and they just emailed me and said they shipped it out.   I thought my order was canceled when they originally told me it was backordered.  I no longer want the item   ( its a dress for a wedding that I needed today)

Can i write refused on the package and drop it in a blue box?  or do i have to pay to ship it back?

Jeannie, as long as you don't open the package, you can mark 'Refused' on the it and not have to pay to ship it back. You could also give it back to your letter carrier (not have to drop it in a blue box.) But your item may be shipped by UPS (the brown trucks!) I don't know what their policy is.

Jeannie;

I am a rural carrier and  If your mailbox is big enough, you can also leave it in the box for your carrier and not have to take it in to the Post Office (or go online and request a carrier pickup).

You can refuse a package from UPS.  Just tell them you don't want it.  If you aren't going to be home, you can leave a note on your door telling them not to leave the package and to return it to the sender. No problem.

If I were you, I'd call the company and ask them how they process returns / refunds to be on the safe side.  Many places will pay for the return shipping and for the package / items.
