I had a wish list book come up, it was declined by sender because they don't send to anyone with RC's and I'm okay with that. What I am wondering is why I went to #2 on the wishlist instead of #1?

Probably because the person ahead of you also had RCs and got turned down, so then it rolled over to you.

The person in front of you could have it on Hold too so you were offered the book while in the #2 slot.
