I received this note about a WL book I was offered: 
"A note about the condition: the middle of the book contains a few pages that are intended to be cut, in order to give *(main character)* different outfits/expressions. Those pages have already been cut. Otherwise condition is excellent."

I'm intending this as a gift for someone, so I think I'll pass. If it's postable, I'll just cancel the request and let it work through the system so someone else gets it. If it's not postable, I'll ask them to cancel. 

Your thoughts?

I'd say postable because it's seen as "medium" rather then text pages.  Long as they are included with the book, it's postable.

It would depend on if the outfit pages were classified as media or non-media and if the book can be used without it. If it is media, the book is not postable without it. All media that comes with a book must be with it to be postable. If it is considered non-media, then it is only required if it is needed to read the book - which in this case, outfits would not be needed to read the book unless there is some strange twist you can't figure out without the main character being clothed a certain way.

I would lean towards the outfits not being media and could be missing.

If the pages in question are bound within the book itself, intended to remain bound in the book, and to be cut and used while reading (and have already been neatly cut) ... I'd probably consider the book postable and cancel from your end (or add an RC the sender can decline).   Especially since it appears your criteria is higher than PBS minimum due to your desire to gift the book.

I asked for further clarification, and the materials are still included, they're just not attached anymore. So I'm going to go ahead with it. Thanks everyone!
