I have been using prepaid postage for several months. The postage usually is between 2.39 and 2.48 and is labeled either Media Rate or First Class. I received a book, this week, with prepinted postage of 1.98 and was labeled CommercialBasePrice. This is the lowest postage rate I have seen. I asked the sender how he got that rate & he said it was just the usual printed postage that came up on the online site.

My question is what is CommercialBaseRate & why doesn't it come up when I print a wrapper? I can find no place where I can select the type of postal rate.

If you send a book that weighs between 4 and 5 oz with printable postage, then you too will get the $1.98 postage rate. You're paying more because you're sending heavier books.

I thought the lighter books went First Class? 

Not an expert, but my first thought was that Commercial Base Rate would be for companies/individuals that do bunches of mailing, have a meter/permit number, and pre-sort?  Not a rate I would associate with private individuals sending an occassional package.
