Is that the same thing as an ARC?  I have a book that has on the back of the book located near the ISBN number a statement :  Promotional Edition Not for Resale.  Is this a postable book?

They actually are IF they are the complete version of the book.   The sample chapter promotional books are not allowed.  But full versions are.  These are often given out at book conventions by publishers.

The question is if it is the complete final version.
