If the PBS system sends me a message that one of my books or audiobooks is available from the WL, and I deny it, does that flag my account if I am trying to save credits for something else?

Also, if I deny the WL offer to me, what happens to my WL entry for the book? Do I have to WL it again or does it go second in order on the WL?

What happens?

If you deny it, I'm pretty sure you have to WL it again. You don't get in trouble, though.

HOWEVER, there's no need to even be in that situation anymore. On your wishlist, you can put books you don't want just yet ON HOLD. Check the books you want to put on hold and then press the 'Hold Checked Books' button at the top of the list.

Yes, you have to start over again at the end of the wish list. Like Rick said, though, you don't have to worry about this anymore since they've added the individual hold feature. It's great. I have something like 15 books on hold.

Your account only gets flagged if you let it time out. Then they'll check to see if you are inactive.  I would put any you aren't ready to receive yet on individual hold. I probably have 20 books on hold now.  Mostly because it's a new to me author and I want to read one that I own already to decide if I like them or not.

The WL hold is really great for books in a series.

That said, the hold on your bookshelf works differently than WL holds.  Do not use the hold on your bookshelf.  (Except the vacation hold.)  The bookshelf individual hold puts you at the back of the line.

Ditto to what Emily said about the Bookshelf indivdual hold.  It does put you at the back of the line and I learned that the hard way.
