PBS's database is information gotten from outside sources, much of it from Amazon or the same source as Amazon uses. If an ISBN isn't in any of the databases that PBS gatters information from, then it doesn't make it into PBS's. I would guess that the newer Harlequins are that way because they aren't sold from the mainstream online venders as much, if you order a Harlequin online you'd most likely order it from their site. If that is the case, that means that Harlequin's information wouldn't make it into the system as fast as those sold in the big online stores.
One of the great things about PBS's system is that when you search for a book, the next time the database updates it will often find the data for that book. You can do a search for the book and if it turns green, but no information for that ISBN is found, set it aside and come back to it in a few days, often the book will be there when you search again. If not, the system should give you a screen where you can enter most of the information and get it into the database.
