Someone declined my request for a WL book due to my RC.  The response I got had nothing to do with my RC.   If I remove my RC and the request goes out there with "waiting for member", can I then reenter my RC then, or wait til the person accepts it?

Whatever RC was in effect (or not in effect) when you clicked the confirm button is the one that's attached to that request forever. You can change to a different RC as soon as you've submitted a request.

Also if there were others on the WL line it would have already been passed onto someone else. Some people decline any RC, especially for WL books, because they just don't want to deal with them. They might have felt they had to put something in the box and just make something up.
