Is it in every right for me to mark a book RWAP when it arrives if I was looking for a certain edition of a book and the sender pm's me to tell me that they only have a very old edition which was published in 1987 but met my request conditions (My RC doesn't say I wouldn't accept a 1987 version.) I was hoping for the 2009 edition of the book. I told them I don't want the book since it's not the edition I'm looking for. Book was marked mailed today. Since I didn't state in my RC that I wouldn't accept a book that old, do I just have to accept it?

I don't think you can mark it RWAP (or not mark it received)  just because it's not the edition you are looking for.

Of course, if the book is in unpostable condition, the information doesn't match, or violates your RC in some way, go ahead and mark it RWAP.

I think it's just a case of miscommunication.

You didn't make your RC specific enough that you wanted the 2009 edition / wouldn't accept the 1987 edition.

The sender wasn't necessarily waiting for a reply -- could have been a courtesy BTW PM -- and your PM and its being marked mail crossed paths.

Maybe next time you can cancel on your end once you were informed it wasn't what you are looking for.

If the books had different ISBNs, you have a clear case.  It should never have been posted under the wrong ISBN.  I'm not sure how you mark it though, so you should check the help docs. (Or more likely than not someone will follow up this post with a quote from them. :-) )

If the ISBN, title, author, and binding match (and book is otherwise in postable condition), no you should not RWAP without RC's to require a specific year printed.  In this case it would be up to you as the requester to define exactly what you want.

If the ISBN is incorrect (some members post by other data), incorrect binding, wrong title/author, or otherwise unpostable...definately RWAP.  In this case the sender would have violated PBS guidelines and you have the right to object to receiving a book you didn't want.

If it arrives in postable condition and meets your RCs you need to mark it received. You can always repost it right away and order another copy, but if you are only willing to accept the 2009 edition you need to change your conditions to reflect that.

Double check and make sure the sender is the same as the one who sent the PM.  They might have cancelled and then it rolled over to the next sender.  Just a possibility.
