I requested two books from the same person, and after 20 days was finally delivered an empty envelope by the USPS. The envelope was obviously used multiple times ( with crossed out old postage, extremely worn edges with small little tears and rips in the outside envelope). I can literally see from the opening through the bottom and see sunlight while looking in the envelope. My 2 questions: 1) -- is this a "Recieved with a Problem"? or "Not Recieved" ?? The not recieved makes sense as the actual books were not recieved, but the envelope was delivered. The NR button tells me to wait because it could still be in the mail --- obviously not! The RWAP seems incorrect as well, the books were not recieved. 2) I have asked for 2 credits to be returned to me by the sender for failing to use adequate materials. Is this reasonable? The envelope is clearly marked "Recieved Without Contents" by the USPS. Is there any policy about recycling envelopes? I think this went a little too far. What should I do? Advice?? |

IMO it would be RWP because of the Post Office. You can't be positive how it started out wrapped and you can note in the comment section the nature of the problem. ie: received wrapper without contents from the PO. Just my opinion..... |

From the Help Center: received an empty wrapper--no book inside!If this is a book you requested, you should not mark the book received, since you did not get the book. You should contact the sender to let him or her know what happened.
If you have not marked the book received yet, do not do so. You will continue to get the usual auto-emails from PBS asking if the book has arrived; open and read them, and follow any instructions within.If the book hasn't arrived by the 26th day after it was marked mailed, then PBS will declare it lost in the Mail and you will get your credit back. If the book does arrive after that, you should mark it received from your Transaction Archive.
