Hi, I just recieved a book in great condition, and then I open it up and it has a library sticker on the front inside, and then I turned it to the back and there is the spot where library cards go to check the book out.  On this section where the library cards go, it has a stamp across it saying withdrawn.  So is this allowed?  Does the withdrawn stamp mean it is no longer a library book and is ok to post?  Just thought I would ask as I have never recieved a book with this before.  Thanks!

Yes they are allowed.  Many libraries sell off books periodically. 

If you don't want to receive former library books in the future then you need to set up Requestor Conditions against them.

Yes, "withdrawn" is the library term for "we're removing it from the library shelves and selling it/giving it/throwing it away".  Withdrawn on an ex-library is a good thing -- you don't want to be wondering if a library is missing a book somewhere (which does happen).
