AUDITING. Section 1. The city auditor shall have charge of the auditing department of the city and shall keep in classified form convenient for reference, a record of all accounts and claims against the city. Sect. 2. Every account and claim other than a judgment shall be presented to the auditor on or before the twenty-fifth day of each month. He shall examine all such accounts and claims, and if they are correctly cast and duly authorized, he shall approve them, make a complete list thereof, and present them severally for approval, properly filed and labelled, to the committee or department authorized to create the liability, or otherwise having the subject matter of the account or claim in charge, or, if not within the province of any committee or department, and not especially referred to a committee, to the board of aldermen. The treasurer shall also present to the auditor on or before the twenty-fifth day of each month and at other times when necessary, a pay roll, approved by him for the amount which may be required for the funded debt, temporary loans, interest, and for any other account within his department. When so approved, the auditor shall present all such accounts, claims and pay rolls, to the committee on accounts, and when approved by said committee on accounts, he shall present them to the mayor, who shall' transmit them, or such of them as he shall approve, with his warrant to the treasurer, who shall thereupon pay the same.
