I read this nearly sixty years ago and am rereading it now. Mr. Costain's skill at cleverly weaving a tale was excellent and his historical novels were often chosen as a Book of the Month Club selection.
In this, we share the story of a British newspaper publisher during the latter years of the war against Napoleon. It is really a romance. As always, Mr. Costain demonstrates his careful research and includes authentic details of contemporary fashion and speech (mostly cant, I suspect). Do not fail to first read the two page Introduction....
And some of his best prose is found in the epilogue.
