Yesterday I was offered the same WL book twice, from the same member at once.  I have requested one book, but the other book still shows as offered.  I plan to just ignore it until the member confirms my other request.  I am afraid if I say no to the “2^nd” offer it will mess me up.  I have PMed the member, but no response yet, she looks brand new to PBS.  Has anyone else ever had this happen?  I am assuming it is some glitch.

It certainly sounds like a glitch and I would contact the Team to let them know what happened/is happening.

You need to ACCEPT both offers. Then the poster/sender should cancel ONE. Please do not cancel one of them (as the requester) because then it will passed on to someone else and the poster will have the book offered to 2 different people.

This is a glitch and it is a known one.

I had it happen to me twice, as the sender...two different times when I took my account off vacation hold, several of the WL books I'd posted that had been held were posted to the system twice, so I had a bunch of double orders. It was a pain to get them resolved, but like your sender did, I just had to cancel one of them and explain what happened.
