I have not seen the book but the author flogged it on Terry Gross' radio program originating from WHYY on 3/2/2020 if you want to consider his major points.
I always thought that the parolee having a job with decent pay and fair treatment was the big solution but apparently nowadays most of them have a lot of problems with drugs.
