If you post in the book bazaar there is a thread where you can list your wishlisted books and send those in multiples. But other than that unless you offer a deal you send the books as they are requested.

There is not a way to require multiple book orders. Once a book is posted to your shelf, you have agreed to send it. Not sending books that are ordered from you is a sure way to get your account flagged here.

If postage budgetting is the goal, using the Vacation Hold feature is a nice way to limit your spending on sending books. When you have reached what dollar amount you set for yourself, you can put your account on Vacation Hold until you decide to take it off.

Using the Auto Request feature on Wish List books you really want is a way to not miss them while your account in on hold. But in order for the Auto Request to work, make sure you have enough credits in your account to cover what is offered to you.

What they said.  There is a Book Bazaar Thread for multiples.  But if you post books to your bookshelf, you are agreeing to send them in singles if requested.
