The short answer is:  yes you can.

The long answer is:  many people have RC's stating that they will only accept hard cover books WITH their dust jackets, so that is something to watch out for.

Yes--as long as the requester doesn't have an RC requiring a dust jacket, the dust jacket isn't required per PBS post ability rules.
