A rather sketchy attempt at science fiction---but it didn't seem very futuristic to me. Apparently the author's idea of the future was simply a time when people drank more and behaved worse than today.
I highly recommend his police procedural novels, the ones written with his partner Maj Sjoewall, but The 31st Floor is interesting only as a stage in the writer's development.
