Author seems to be cut off -- it's L.E. Modesitt, Jr.
I enjoy all of his novels, and this one is certainly interesting and different from most other futuristic sci-fi novels I've read. If you enjoy stories about time manipulation and coming-of-age/into-powers stories, you may like this one as well.
