A distrubing history of a serial killer and Eloit Ness. After his Untouchable days in Chicago, Ness moves to Cleveland to become the director of public safety. The "Mad Butcher" kills and dismembers 12 known victims from 1935-1942 during Ness' reign in office. His inability to bring the killer to justice creates the downward slide of his career.
