Courtesy of a FOL liquidation sale, I am the proud owner of over 200 used books.  About a dozen have wishers, but the bulk of them are the only copy or say "Members Wishing: 0" (which I've learned means that sometimes there is only 1 wisher)

I'm posting the books in batches, because I cannot afford postage on more than a few at a time. So, I'm posting a few WL books & a few "0 wishers" books, I get a few WL holds, then I put my shelf on hold.

There's one book that I posted on 5/21, and it timed out of WL hold. On 5/26, I unheld my shelf for a few minutes, and that same book went on WL hold again, and IIRC, it's the same member who has it on 48hr hold. 

My assumption is that she is the only wisher, (bc the page says "Members Wishing: 0")

Do you think her account is inactive, or she is declining the book, but when I make my shelf active again, it offers it to her again?

I just don't understand why it keeps going on 48hr hold for the same person.

She was the only wisher.  For some reason she didn't respond to the WL offer-Maybe  she forgot to go on vacation when out of town, maybe their power was out for a few days, maybe the computer crashed or for whatever reason she missed the WL offer.  So when she came back the book showed as not being posted because you were back on vacation hold so she re-WL the book.

If the member declines, when I take my shelf off vaca hold, is it going to offer it to her again?

This could be very annoying for both of us.

I can't understand why it would. If she didn't respond the first time, the PBS system automatically removed the book from her wishlist. So she must have actively put it back on there. If she doesn't respond this time, it will again remove it from her wishist. And if she's putting it back ON her wishlist, why is she not accepting? Seems silly. I would PM her and ask her about it. Or have you tried that?

I did not try to PM her, because I wasn't sure if somehow I was doing something hinky by putting my shelf on hold, then making it active again, then putting it on hold.

Just so I understand, if she declines (and then adds it back to her WL) everytime I take my shelf off hold, it's going to be offered to her, right? (As she is the only wisher.)

Yes, if she keeps declining/letting it time out and you put your shelf on hold, she can re-add it to her WL and when you take your shelf off of hold it will offer it to her again. The only way she cannot rewish it is if you leave you shelf off hold and keep the book posted to your shelf. Then she would need to order your book instead of adding it to her WL.
