I was wondering, if a WL book is offered to me from the PBS Market and I don't buy, will it still move up in FIFO?  I'm wondering because in the past when I've been offered a WL book from the PBS Market, I've ordered.

Yes, you will.  The two aren't linked - the system is just letting you know that you have the option to buy if you wish.

The PBS marketplace doesn't actually offer you WL books.  It'll just let you know if one of your WL books is availalbe in the marketplace. There is no obligation to buy it from PBS instead of waiting inline and you still move up in line.
