In Terra's view, worlds are for the taking--wrenched out of its natural orbit, dragged through hyperspace to orbit Sol and become another terraformed paradise. And if the planet is already inhabited, by earlier colonists or aliens, tough nuts to them.
Stephen Strang is one such planet-mover, and his story is a perfect portrait of how power corrupts. With the power he wields as Commander of the Solterran Construction Service, one can hardly wonder that Strang develops megalomania. To best his co-Commanders at their so-called common goal becomes his driving force in life.
