I received an ARC today and marked it received without closely looking at it. "uncorrected proof - not for sale" is written on the front cover, back cover, and front page. I PMed the member, explained that ARCs aren't allowed and what is written on the book cover, and asked for my credit back. She says she got the book from PBS and ARC is written in the description. Not sure what she meant about the description part, but it is obvious I'm not going to receive my credit back. The WL is 45 people long. What can I do to go back to the front of the FIFO line? My lesson of the day? Don't mark anything received without checking it closely first.

I would hazard to say that since you did not mark it RWAP that you won't be able to go back to the front of the list. 

I would suggest copy and pasting the rules about ARC's in a PM to the sender and nicely state that without return of a credit you will forward her refusal and response to TPTB.

I don't think there's anything you can do because you marked it received without a problem. You can pm PBS and ask.  They won't give you your credit back but they might reinstate you to #1 and give a polite warning to the other member that ARC's aren't allowed.

while I know ARC's are not permitted here (and yes what she did is wrong) is there a reason why you don't want to read this one and want another copy?  is it for your keeper shelf?

if it isn't, this copy is going to be very close to the finished copy if not the same.  I've read many ARC's and don't know that I would ever have known it wasn't the full deal if I didn't know it was an ARC.

you can then give it away with an order from your shelf and at least get something for it!

She says she got it on PBS - you might want to ask her if she got it through a credit order, or if she got it in a Bazaar deal or via a swap game. Maybe she got it as a freebie and mistakenly believed that anything she got via PBS, no matter how, could be posted. Or maybe she got it through another swap site and got it confused with PBS. Both B.M. and T.T. allow ARCs as long as you put it in the condition description field.

And even if you had marked it RWP doesn't ensure the return of your credit.  Sucks about losing your place in line though.  I had a similar experience, only I did mark it RWP and asked for my credit back, the sender told me she would only after I returned the book to her, with out offer to pay for postage.  Long story short, I offered it up at the bazaar, technically I am still out my credit but what can you do.

For the most part I often request or get ARC's through the bazaar, but on occasion I want the real deal, I occasionally do online reviews and want the finished product to review not an ARC, in my case there was a discrepency of almost 30 pages so it was important to me to have the final version.
