You contact the sender and the post office.  You don't mark it received.  You'll get your credit back when the book goes lost. If you read the help docs you'll find all the info.

The post office has a form to fill out.  You have to go in person to get the rifling form.  It is not on the PO website.

The help documents give this http://postalinspectors.uspis.gov/forms/MLNtRcvd.aspx where you can fill out the form online. Apparently the receiver CAN fill out the form as well, but you should ask the sender to do it too.
