What do I do when I recieve an unpostable, but the sender won't refund my credit?

I sent them the "form" letter stating what was wrong with the book and why it wasn't postable.  Their response was essentially "Oh well, that's how I got it and it's readable, Enjoy."  I have made it clear that I expect my credit refunded, since I can not repost the book, but they don't seem to care.  I offered to return it to them if they either refuned me 2 credits OR paid the postage and refunded one credit, but they still are completely avoiding it.

So, what can I do?

You can go into your transaction archive and mark it unresolved.

I would send them one last message saying that you plan on marking the transaction unresolved unless the credit is returned. If they do not respond within 7 days, I would mark it unresolved. I am sorry that happened to you. :(

You could also PM them back and let them know that even if they received the book that way from another member, it is not acceptable to repost it. And, if they are receiving unpostable books, they should also mark them RWAP when they receive them, and request their credit back from the original sender.

Let them know that marking a transaction Unesolved counts as a double black mark against their account, and if they were ever to be investigated by PBS, Resolved problems count far much less than Unresolved problems.

Unfortunately, not much else you can do.

Everybody goets a problem book once in a while, but most transactions on PBS go great. Just this morning, I unwrapped 2 packages to reveal 3 books in great condition. That's the norm here.

If it is a WL book, there may be people who will still pay a credit (via the Book Bazaar) to get a WL book, even if it is unpostable. You can't post it to your bookshelf, though, you would have to offer it in the Book Bazaar.

I did send a second note reiterating that it was not ok to send out unpostables lust because they chose not to deal with whoever sent it to them. Thanks for the info on the "unresolved" button and the Bazaar.

I agree that we need to send the message "upriver" when we get PM's that say "I got it that way from here so..." that it's no excuse and they should have marked it RWAP when they got it if it was unpostable then.  Telling people when they send one out the first time is good, but telling people when they resend one that is unpostable is also a good thing to do  - regardless of getting our credits back .  It might stop them from doing so again.
