Preface: "Now (1982) is a good time to take stock. How do wars begin? Are they inevitable. How is the threshold crossed from peace to war? What are the roles of personalities? Why did no nation that began a war in this century come out a winner?" Dr. Stoessinger is the author of several books of international relations and was a member of the Council on Foreign Relations. Timely, even though the last war analyzed is the Iran-Iraq War.
