I was on the WL for a book.  I was offered the book FIFO but then it was canceled because of my RC.  That's fine.  No problem.  However, when I received the offer I was 1 of 5 on the WL.  After I was offered and the canceled, I am now third of five.  Why is that??

You culd contact PBS to be sure, but typical reasons why you could move bckwards are:

1. someone else ahead of you marked a book they reeived RWAp and thus, got added back to the front of the line.

2. someone ahead of you came back to PBS and took themselves off hold.

The rules do not state that you will move back to #1 if your request is cancelled, it states that you will move back to your previous position in line.  Not always when you are offered a book are you #1.

Sara's right. Those are some reasons why you would move 'back' in the WL for a book.

ANother reason--the people in front of you also had RCs and were turned down for theirs.

You can double check that you were put back in the correct position by looking at the Wish Date for the book on your wish list. While you might not remember the exact date, it should be a date in the past, not the date when your request was canceled.
