Yes, I believe you can make it private.

Go to Settings then Privacy Controls. You can set your WL so that no one can see it (which will also prevent posting to it).

What does it mean to post to someones wish list?

Doug, you can go to someone's WL and post a book on that WL to that person specifically.  Instead of the book going to the first person in line, it'll go to the person you post it to, no matter where they are on the list for it.
