OK, yesterday I was # 11 of 70-some on a wish list for a book, but then today when I checked, I was #12 on the list, then flipped back to # 11 later in the day.  How did this happen?  The only possibility I could think of was that #12 on the list had their wish fulfilled, but it was from a smoking (or cat) home and they could not take the book, so they went back on the list?  I don't know, has this ever happened to anyone else?

It can fluctuate often. Most likely, that's the case. Someone received an unpostable copy and got their spot back on the wishlist when it was RWAPed.

Or someone had their entire account on hold, including WL and only turned it on briefly to change something.

A lot of people's accounts are in a state of flux right now, on Hold until the decide what to do, off of Hold to get as many Wish List books before the 15th, leaving. I'd expect everyone listed Wish List places to be moving up and down a few spots quite a bit right now.

I myself took about a dozen books off of Hold that I was #1 for earlier this week to see if I could get those granted before the 15th. 2 have been fulfilled.  The people behind me would have seen their spot go backwards when I took my Hold off and then they would have moved back up once when I got the offer. They were always in the same spot behind me, they just didn't see me in line for a long time while I was on Hold.
