I may say, Mr. Chairman, that this bill was brought to my attention only last week, and we were only successful in obtaining copies of the bill two or three days ago, and I came somewhat unprepared to discuss the bill in all its aspects. But I may point out a few suggestions that have occurred to me. Whether or not the bill is constitutional, it seems to me that it applies a new principle in this country very much further than that principle has been applied in England. In the first place, the English act is applicable to workmen not employed otherwise than by way of manual labor whose annual compensation is not in excess of £250, or $1,250, a year; and this bill proposes to apply the relief to employees without restriction to manual labor and without restriction as to the amount of their earnings. Further, the principle of this bill is"not restricted as to the amount of compensation. It proposes an unlimited financial obligation on the part of the carriers, both as to amount and as to time, providing that the next of kin of the deceasedemployee shall be paid an annuity amounting to 70 per cent of the earnings as long as the next of kin or widow shall live. That amount, in the case of death, may run to a very large sum. Assuming, for instance, that the next of kin is a child a year or two old, and may perhaps always be dependent, and may live to the age of 70 years, the obligation entailed by this bill may come to an enormous value.
