A book I mailed out to NE in AUG still hasn't been marked rec'd.  When I went to requestor's account,  her bookshelf and her WL are both blocked from view.  Do I assume she might be out of town on an emergency?  If a member's acct was suspended, would I be able to see that?

Do you mean her shelf and WL are set to private, or the account is closed?

 If it's just set to private---I would not worry about that.

If an account is suspended there will be a message saying the account is suspended or closed. Sounds like they just have their shelves set to private.

I wouldn't assume anything. The book just may not have gotten there yet. It could be lost in the mail, or it could be misdelivered.  If the account was on Vacation Hold, the Bookshelf would say so. If their account was suspended, it would say that. Has the lost date passed yet? If it is within a couple days of it going lost I'd PM them letting them know the book was sent on time, you hope it shows up soon, and if it doesn't show by the lost in the system date you will start a lost/stolen postal claim. That usually prompts any lazy markers to mark the book received and anyone who hasn't received the book to reply that they haven't.  If its more than a few days from the lost date and you don't have any DC showing any delivery information, then I would wait until a couple days before te lost date.

They could be set to private for a multitude of reasons if that is what "blocked from view" means one of which is that they don't even realize its set that way because they defaulted that way.
