Can we put tape over the area where it's pre-printed for postage and delivery confirmation?

I don't think you can.....it's because that's where the post office stamps to cancel the postage....the ink will wipe off the tape.

Please leave at least part of the barcode without tape. It scans much easier/better that way. I usually cover half including the human readable numbers so if it will not scan, the numbers can be read and typed in.

I tape over all the time and have never had a problem.  Make sure the tape is flat over the barcode so they can scan it as ripples in the tape make it hard to scan.

I live in a wet climate and tape over the Delivery Confirmation barcode and address information all the time to protect it from rain damage.   Printer inks are not waterproof and will smear if exposed to water or rain.   I carefully shop for very clear brands of tape tho, and (as suggested earlier) am careful not to wrinkle tape over barcodes,  I also usually avoid covering any portion of the label that might need to be "canceled" (postage) or changed (media/first class designation).

I usually pass my books over the PO counter, and have yet to observe postal employes have any difficulty scanning my barcodes.  The only difficulty I have even heard of was on one of these threads, and appeard to be limited to the scanners of one particular post office which were unable to read any "420" barcodes...didn't seem there was much a sender could do about that situation, no matter how carefully she prepared her package.  Oh, and occasionally hear that someones printer doesn't produce a barcode readable by PO scanners, but taping or not taping won't change that condition.
