I requested a book in paperback. The book I got has the correct ISBN number but is a hardback.

What happens now? If I accept the book as received can I list it with the current ISBN number?

I am not sure what to do since I requested paperback but received hardback and would like to be able to repost the book when I am through with it. Is this an RWAP or not?

Yes, that's a RWAP wrong book/wrong binding.You can repost it as a book without an ISBN. You can't repost it using the ISBN if the site lists it as a paperback. I've received a few of these and the problem in my cases was that book club edition hardcovers were issued with the same ISBN as the trade paperback. Still readable but more difficult to re-swap.

Double check the PBS listing that you ordered from, if it for sure says paperback then yes you can RWAP the hardcover you received.
