I thought this got off to a rather slow start, but picked up considerably. Loved the location descriptions. I got bogged down a bit with the 'sarcasm' at first from the main character, Hetta. She and her best friend accept a job from a Japanese company to work in Mexico. They want to build a large desalination plant and need approvals from the authorities. Hetta gets tangled up in a mess. While she thinks her long distance boyfriend has dumped her, they find their boat has become the romantic interest of a large blue whale. A good cozy mystery story.
