I have not yet seen the book but it was considered in an essay by Adam Gropnik, six pages. Mr. Dikotter is probably best known for his book about the starvation in Red China under Mao's leadership and here considers Romania, Haiti, etc. as well as the 'usual suspects' such as Stalin and Mussolini.
