Yes, PBS administrators -WILL- look at the transaction records of those people that have marked a lot of books RWAP, but usually only if all the RWAPs occur in a short period of time.  (Someone who has, say, 10 RWAPs and has only been here a month will be looked at far more readily than someone who has had 10 RWAPs over a three year period.)  The team will read the PMs associated with the transactions and decide from those if there is a problem with the member, and if the system is being abused.  Notice and/or sanctions would be sent to the offending member if the team determines there is a problem.  Nothing would happen if the team realized that the RWAPs seemed legit, and the offending member was just having a rash of bad luck. 

You really don't need to worry about legitimately marking books RWAP.  This is the way the site cuts down on problem swaps and weeds out bad members, so it is encouraged for you to mark your bad swaps.  The PBS team is not out to penalize anyone for marking swaps RWAP.  They will only be watching out for members trying to abuse the privilege and get credits back when it isn't warranted.

Jeri - I wouldn't have even mentioned what I was requesting the book for. Bottom line, the book you received violated posting conditions set forth by TPTB. You might want to mention this to her, since she wants to play that game.

Because the book was ordered to place in a small library I am unable to use the book as it is. I'm not sure why this sentence is even in your PM, what you intend to do with the book has no bearing on the book conditions unless you have an RC looking for better than PBS condition.

I really don't think that the sender's response was all that bad. It sounds like someone that was just frustrated with sending a book and not getting a credit.
