Author is David J Williams (for some reason "J" is all that shows in the PBS listing) and this is a part of the New International Biblical Commentary (NIBC) Series

The NIBC series is excellent for those who want to go in-depth with the Biblical texts without needing to know the technicalities of Greek and Hebrew. The authors are top-notch biblical scholars who distill their deep interaction with the original language texts into simple, easy-to-understand language.
