Put water in medium covered pot
Add bullion, rice, barley, celery, onion, garlic, herbs, bay leaf, and peppercorns
Bring to boil on stove top, stir, then reduce heat to simmer and cover pot
Cook for 25 minutes, stir periodically, then add remaining ingredients
Bring to boil again, then reduce heat to simmer and cover pot
Cook for 20 more minutes (45 minutes total), stir periodically, or until rice and barley are tender
Salt and pepper to taste, dispose of bay leaf
