Using industrial-size mixer, cream sugars, shortening and butter until smooth.  Blend in eggs and water.  Gradually add dry ingredients, mixing thoroughly.  Add chocolate chips, mixing to distribute throughout.  Drop with ice cream scoop onto ungreased baking sheet, bake at medium oven until done.
