When EMAC was formed in 1995, membership consisted of 4 states: Louisiana, Mississippi, Tennessee, and Virginia. Since that time, as figure 2 shows, EMAC membership has grown to 49 states, the U.S. Virgin Islands, Puerto Rico, and the District of 15 Columbia.
