Captain-Surgeon Lioren wants due punishment for a treatment gone disastrously wrong in the Cromsag system. His decisions as Lead Doctor treating the Cromsagan Plague result in the race's genocide. No longer able to serve as a doctor, he seeks due punishment for his crimes, is denied, and instead sentenced to General Hospital in the Psych department under O'Mara.

Lioren begins to heal himself as he interacts with patients who are also suffering from guilt or problems of faith.

According to Wikipedia, White said in an interview, "The Genocidal Healer is very philosophical and theological. I'm, as you know, a Catholic. If our parish priest ever reads The Genocidal Healer, I'm in deep trouble, because he's very old and very right wing."

Sector General novels are always enjoyable reads. They are medical mysteries, usually involving first encounters with alien species. This one is somewhat different in that regard, but there is a good medical mystery at the end involving a really large patient.

You can find this novel bundled with "Code Blue: Emergency!" in the Sector General omnibus called "General Practice."
