Surprising good read. Create a prison planet drop people off and forget them. Mob rule most people die there first day, being robbed for the food they are left with. Bando takes a leadership possition for a small group of people and gives them hope to survive a few more days.

Story of a prison planet. All sentences in the year 2115 have been "commuted" to exile on the hellhole world of Tartaros. Distant, isolated, blistering... Tartaros is the perfect place for the quadrants budget-strapped prison systems to dump hard-core cons.
