Wilhelmina Leigh (Joint Center) documents the persistence of racial and gender disparities in employment, and concludes that without major interventions, racial gaps are likely to grow worse as we enter the new millennium. Harry Holzer (Michigan State University) analyzes barriers to black employment that stem from employer perceptions, exclusion from informal job networks, isolation from the job-generating suburbs, and other circumstantial forces. William Rodgers (College of William and Mary) examines the job generating effectiveness of Empowerment Zones; he recommends adjusting zone subsidies so that employers find it more attractive to invest in labor than in capital improvements. Timothy Bates (Wayne State University) argues that public policy should focus on assisting the strongest subsector of black-owned-firms--those in emerging industries--as these firms hold the greatest potential for expanding minority hiring. Randall Eberts (W.E. Upjohn Institute for Employment Research) and Edward Montgomery (University of Maryland) examine the impact on minority and non minority firms of a range of economic development strategies, and conclude that incentives that lower business costs, in general, are especially helpful to black-owned businesses.
