Eleven scholars examine the changes that have taken place within Congress and its environment over the last several decades and the consequences of these changes for the policy process. The authors acknowledge the decentralizing and individualizing trends that critics of the contemporary Congress stress, but most of them also see signs of vitality and adaptiveness in a complex and changing environment.
