Cream butter and sugar together, then add milk on slow speed.
Sift dry ingredients together and add to wet ingredients a couple of tablespoons at a time, until smooth. Batter should be a very thick paste.
Turn batter out into a greased 13x9x2-inch pan. Put berries on top of batter and sprinkle with remaining 1-1/2 cups sugar. Pour boiling water over top and dot with remaining 3 tablespoons of butter.
Bake at 425 degrees for 30 minutes or until golden brown.
