Bring water to a boil in a pot large enough to accomidate the macaroni. Once boiling add the macaroni and stir until the water is boiling again. Cook for 4 min. Remove from the heat and drain. Take a 9 X 13 " pan and butter the sides and bottom generously, place 1/2 of the macaroni, and half each of the salt, pepper and cheese. Mix well, distributing the cheese as evenly as possible. Repeat again with the last layer. Melt the 1/2 cup butter in a microwave or small pan. Pour it slowly and evenly over the macaroni and cheese mixture. Starting at one corner of the pan pour the milk in slowly and watch as it rises through the macaroni until it fills the pan until about an inch from the top. Spinkle paprika and then dried parsley over the top of the milk for a garnish. Place in a preheated oven at 350 degrees and bake for 1 hour. If any milk seems to be still present bake an additional 10-15 min. It will not hurt this yummy dish in any way. Do not cover with aluminum foil.
If you are cooking for a smaller group as I am thse days, simply cut all ingredients in half and allow approx. 40-45 min. of baking time.
