OK, I have a book with a soft, flexible plastic or vinyl cover. It's not exactly "hard," but it's definitely not "paper." What kind of binding do I say it has? "Other"? :-)

After finding some Langenscheidt dictionaries with vinyl covers listed as "Other," I decided to go with "Other."
