The abstract provided by the Pentagon follows: The purpose of this report is to assess and predict the potential for ecological risk due to the use of brass infrared (IR) wavelength obscurant in the field. Although not an ERA tutorial, explanatory information is included to explain concepts involved in predictive ERA. The USEPA ERA guidelines have been applied. This study is a tier-1 screening level, ERA; it uses available environmental toxicity data, material fate and effects data, appropriate environmental fate modeling data and proposed field scenarios to predict the possibility of impact to the envirnoment under study. These field use scenarios for brass flake obscurant materials are evaluated to predict the environmental impact on terrestrial ecosystems. Ecotoxicological information on brass, existing data gaps, and field scenarios are presented in a fair manner to best assess the potential for ecological risk and help program/risk managers make educated decisions regarding brass usage. This report addresses neither materials other than brass nor the smoke testing and training program in general. A comparable report has been published on the predictive ecological risk assessment for the usage of graphite flake obscurant materials in the terrestrial environment.« less
